The FERS basic benefit is a defined benefit plan, which is more commonly referred to as a pension. A defined benefit plan is a retirement plan in which the employer commits to providing a guaranteed pension payment based on a formula that factors in both the salary and length of service of an employee.
Most retirement plans including the Thrift Savings Plan are defined contribution plans in which the employer contributes a specified amount to the employees retirement account. For these plans, the employer is only guaranteeing to contribute a specific amount to your retirement account, and that guarantee is typically based on you contributing a specified percentage of your income. This means the employee bears the risk of poor investment returns or outliving her money.

Fers Sick Leave Conversion
Section 1901 National Defense Authorization Act for Fiscal Year 2010, Public Law 111-84, signed on October 28, 2009 permits unused sick leave to be used as service credit in the computation of benefits under FERS, but not for establishing title to an annuity or in the computation of average salary. Sick leave will be used in the computations in the same manner it is used in CSRS computations. Effective October 28, 2009, individuals separating with title to an immediate annuity or who die leaving a survivor eligible for a survivor annuity will be entitled to credit for 50 percent of their unused sick leave. Effective for separations and deaths occurring on orafter January 1, 2014, 100 percent of the unused sick leave will be available.
The provisions apply to unused sick leave to the individuals credit under a formal leave system and for which the employee has not received payment. In the case of individuals who have annuities computed under the provisions of both CSRS and FERS, only sick leave not included in the CSRS part of the calculation will be available under FERS. A study conducted in 2000 by the Employee Benefit Research Institute and the Investment Company Institute provides further perspective on replacement rates . It estimates replacement rates for workers who participate in a “typical”401 plan but have no defined benefit plan. The estimates were made for participants across income quartiles for persons turning age 65 in 20052009, 20202024, and 20352039, using rates of return based on historical and worst-case investment scenarios.8
The EBRI/ICI study found that a combination of 401 and Social Security benefits alone could replace most or all pre-retirement earnings for an individual retiring at age 65.9 It also found that the most significant issue affecting replacement rates at retirement is whether an individual has access to a 401 plan. When participants are not offered continuous coverage in a 401 plan throughout their working lives, their projected replacement rates are reduced significantly.

Calculating Your Tax Rate
Your tax rate in retirement will depend on the total amount of your taxable income and your deductions. List each type of income and how much will be taxable to estimate your tax rate. Add that up, then reduce that number by your expected deductions for the year.
For example, suppose that you’re married and filing a joint return with your spouse. You have $20,000 in Social Security income and $25,000 a year in pension income, and you expect to withdraw $15,000 from your IRA. You estimate that you’ll have $5,000 per year in long-term capital gains income from mutual fund distributions.
Your total income, not including capital gains and before Social Security benefits, is $40,000 . Your total income is $45,000 when you add in capital gains.
At $45,000, you’ll be taxed on up to 85% of your Social Security benefits. This doesn’t mean 85% exactly, because it’s a formula, so it may be less. Based on all of this information, you’ll pay taxes on $15,350 of your Social Security benefits. That means your income will be $60,350 .

Your standard deduction for 2021the tax return you’d file in 2022would be $25,100 as a married couple filing jointly. This increases to $25,900 in tax year 2022.
How Is Fers Calculated
A FERS disability retirement pay calculator works just as any other calculator does. You give the calculator a set of inputs and parameters, and the calculator gives you an answer.
The output could be your annual payment .
Or it could be your monthly or weekly payment. On the other hand, your output could be the total amount of money you will receive over X amount of time .
It all depends on what you ask the calculator to give as its output. It is up to you.
Many of the FERS retirement calculations depend on your high-3 salary. OPM defines your high-3 as the highest average basic pay you earned during any 3 consecutive years of service. Your basic pay is your basic salary paid for your position.
This includes salary increases for which FERS retirement deductions are withheld, such as shift rates. It does not include payments for overtime, bonuses, etc. Further, if ones total service was less than 3 years, the average salary is figured by averaging basic pay during all periods of creditable Federal service.
The best way to find your high-3 average salary is to get a FERS benefit to estimate from your Agency. This report will show the official figures that will be sent to OPM.
