Yes, you can keep your existing health benefits coverage if you meet all of the following conditions:
- You’re enrolled in health care insurance under a federal plan when you retire

However, if the federal spouse dies first, its important to look at survivor benefits.
If you are enrolled in a self plus one or family plan at the time of your death in retirement, your survivors can continue coverage with the FEHB. Surprisingly, the government continues to pay the full government portion of the premiums and your survivors only need to come up with the employee portion . These amazing survivor benefits are the same for both employees and annuitants. However, you should know that if youre enrolled in a self plus one plan, your partner cannot change his or her coverage to a family plan after your death. How Much Does Health Insurance Cost When You Retire
The health insurance premiums remain the same both before and after retirement. However, federal employees pay their portion of the premium on a biweekly basis. Retirees pay their portion on a monthly basis. However, if you remain on the same health plan before and after retirement, your total yearly premiums and benefits will remain the same.
It is important to note that part time federal employees typically have to pay more for their health insurance than full time employees. . However, upon retirement, part time and full time employees receive the same government contribution .
Another important fact is that you are not allowed to participate in flexible spending accounts, also called FSAs, upon retirement. The IRS has specified that FSAs are a salary benefit and therefore cannot be used by people receiving an annuity.

Yes. After you retire, you will still have the opportunity to change your enrollment from one plan to another during an annual open season. You cannot change to another plan simply because you retired. Each year, Open Season runs from the Monday of the second full workweek in November through the Monday of the second full workweek in December. The 2021 Federal Employees Health Benefits Open Season will run from November 8 through December 13, 2021.

Minimum Annuity Requirements For Fehb Spouse Coverage
When the retiree’s spouse is not a federal employee they will most likely need FEHB coverage in retirement. The rules are different for CSRS and FERS employees and this is a major consideration for federal employees who intend to retire and leave their spouse other than a full survivors annuity.
Under CSRS your spouse will be eligible for FEHB coverage as long as you provide them with a survivors annuity. It can be any amount. In my opinion it is best to provide a survivors annuity large enough to cover FEHB expenses however it isn’t necessary. If you elect a survivors annuity of $3600, enough to cover many plan costs, your annuity will be reduced by 2.5%.
FERS retirees must elect either 50% or 25% survivors annuity for your spouse to be eligible for FEHB coverage in retirement after the annuitant’s death. The 50% election will cost you 10% of your full annuity and the 25% survivor annuity election will cost you 5% of your full annuity in retirement.
When Can I Keep My Health Insurance Benefits After I Retire
You may continue your health insurance coverage only if you meet the following conditions:
- Your annuity must begin within 30 days or, if you are retiring under the Minimum Retirement Age plus 10 provision of the Federal Employees Retirement System , health and life insurance coverages are suspended until your annuity begins, even if it is postponed.
- You must be covered for health insurance when you retire.
- You must have been continuously covered by the Federal Employees Health Benefits Program, TRICARE, or the Civilian Health and Medical Program for Uniformed Services :

Civil Service Retirement System
If you started working for the Post Office before 1984, you probably fall under the Civil Service Retirement System, unless you voluntarily switched to the newer Federal Employees Retirement System. Your pension, which can begin as early as age 55, is based earnings, length of service and whether you provide a survivor benefit to your spouse. Because you have not paid Social Security or survivor and disability tax, also called OASDI, you are not eligible to receive either.
