NPERS State & County Retirement 101

On January 1, 2015, the Fiscal Integrity/Pension-Spiking Prevention Act became law. The law aims to control the practice of pension spiking, which occurs when a the compensation of a member of the Teachers and State Employees Retirement System or Law Enforcement Officers Retirement System substantially increases which creates a benefit that is significantly greater than the contributions paid by the member and that the employer would fund.

Employees who are members of TSERS or LEORS and who have been identified by the State Retirement System to have an Average Final Compensation of $100,000 or greater, as adjusted annually for inflation may be subject to a CBBC liability at the time of retirement. This information includes employees who transfer to NC State from another state agency or university and who participate in TSERS or LEORS.

NC State has opted not to contribute to the liability created by the CBBC for employees hired or transferred to NC State and joined TSERS or LEORS on or after July 1 2020. Employees covered by these plans and retiring with TSERS or LEORS and who are identified by the State Retirement System with a CBBC liability may choose one of the following options:

  • Employee may pay the difference between their contributions and their expected benefit in order to receive a full pension benefit or
  • Employee may elect to receive a reduced pension benefit.
  • Additional Retirement Resources

When Will I Receive Death Benefit Payments

Once we receive an original death certificate, we will send named beneficiaries, or their certified representatives , information about any continuing pension benefits and death benefits that may be payable based on the member or retirees tier and retirement plan. We will also send named beneficiaries the appropriate forms to complete.

It could take several months from the date we are notified of a death to the date that any death benefit is paid, or a continuing pension benefit begins. This is the average time necessary to recover any pension payments made after the retirees death and calculate any death benefit that may be due, as well as receive a certified copy of the death certificate, tax withholding forms and notarized forms certifying the identity of named beneficiaries.

About Login Confirmation Emails From Asrs

    Florida Department Of Management Services

Why did I just get an email that I logged in?

The ASRS has a new security feature to notify members when they access their private, secure myASRS account using their login information. This feature sends a confirmation email to the email address on file each time the account is accessed. The email clearly tells you to call the ASRS if you did NOT just log in.

This is a great way to control for unauthorized access to your private myASRS account!

But I didnt log in, yet this email says I did! Is there a problem?

Yes, generally that is a problem. You should contact us as soon as possible.

However, if you have provided your complete login information to a third party, such as an online financial service that aggregates all of your account balances in one convenient place, it may have been THAT service that accessed your account using the credentials you provided them. These sites generally check all of your accounts at least once per day. You will receive a login confirmation email from the ASRS every time one of these third parties accesses your account.

The ASRS does not recommend sharing your login credentials with any person or service. You are allowing these third parties complete access to your myASRS account, not just your ASRS contributions or pension amount, which could potentially put you and others at risk.

I don’t want to stop using that service. What can I do?

Please review our website under the Members tab for further description of ASRS benefits.
