Health Benefits For Retirees
Retiree health benefits, offered through the Texas Employees Group Benefits Program , are available to most State of Texas retirees and their eligible dependents. Currently, you need at least 10 years of service credit with an agency or higher education institution that participates in the GBP to be eligible for GBP retiree insurance. Health plan options for retirees are based on Medicare enrollment and where the retiree lives. When a retiree becomes eligible for Medicare and enrolls in Medicare Parts A and B, they will need to call ERS to be enrolled in a Medicare Advantage plan and a Part D prescription drug plan.All health plan options are listed in the table below. Some are available only to retirees enrolled in Medicare.

University Of Houston System Optional Benefits
The University of Houston System partners with Aflac and MetLife/Trustmark to sponsor several optional benefit plans for System benefits-eligible employees through payroll deduction. These supplemental benefits are in addition to the benefits currently offered by the Employee Retirement System however, the cost of each product is the employee’s sole responsibility and will not be supplemented in any way by the university or System. The products offered are Aflac’s Accident, Cancer, Critical Illness and Hospital Protection plans and MetLife/Trustmark’s Universal Life with Long-Term Care plan.
Current employees can add/drop coverage only during the annual open enrollment period. Specific dates for open enrollment vary from year to year but are typically held in late July/early August. New hires have 30 days from their hire date to enroll in Aflac and 90 days from their hire date to enroll in MetLife.

The Teacher Retirement System of Texas administers two health benefit programs: one for current public school employees and their dependents, the Texas School Employees Uniform Group Health Coverage Program and one for retirees and their dependents, the Texas Public School Retired Employees Group Benefits Program . This overview addresses TRS-Care only.
TRS-Care is a self-funded program, established in 1985 through Chapter 1575 of the Texas Insurance Code.28 As of Aug. 31, 2016, the TRS-Care program covered about 261,500 retirees, dependents and surviving spouses. Aetna administers the health plan while Express Scripts administers the pharmacy benefit.29
TRS-Care faces a large and growing shortfall. In the absence of supplemental appropriations or changes to the plans design, retiree premiums could triple starting on Sept. 1, 2017.30

Health Plan Premium Rates
Currently, the State of Texas pays for at least part of most retirees monthly health care rates . This is called the state contribution. If the state doesnt pay 100% of the premium, the retiree pays the remainder. The states contribution is based on available funding provided by the Texas Legislature and depends on three things:
- how many years the retiree worked in a benefits-eligible position at an agency or higher education institution that participates in the GBP,
- whether the retiree worked full-time or part-time in their last three months of employment at a participating agency/institution and
- whether the retiree had at least five years of eligible service at a GBP-participating agency or institution as of Sept. 1, 2014.

HealthSelect of Texas® is a network-based, point-of-service plan. Blue Cross and Blue Shield of Texas is the plan administrator. HealthSelect of Texas is available to employees who live or work in Texas. HealthSelectSM Out-of-State is available to employees who live or work outside of the State of Texas.Prescription drug coverage is provided through the HealthSelect Prescription Drug Program, which is administered by OptumRx. You will get two ID cards:
- one for your medical benefits and
- one for your prescription drug benefits.
When you enroll in HealthSelect of Texas, you automatically get $5,000 of Basic Term Life Insurance, which includes a $5,000 accidental death and dismemberment benefit.

Employees Retirement System Of Texas
Benefits eligible employee insurance benefits are administered by the Employees Retirement of Texas . We offer three health plans under the guidelines of ERS:
The State of Texas pays 100% of full-time employees health insurance premiums and basic life insurance plan. Dependent health coverage is also available and becomes effective at the same time as the employees. The state pays for 50% of dependent health insurance premiums. Part-time employees that work more than 20 hours per week are also offered insurance benefits with a portion of the premium benefit provided by the state.

Employees may select from four plans: an Exclusive Physician Organization , Choice Plus Preferred Physician Organization , Consumer Choice or a High Deductible Health Plan with a Health Savings Account . All four options include a Pharmacy Plan. Travis Countys current policy is to pay 100% of the employees health insurance premium for the Consumer Choice and HDHP. Employees will pay a premium for both the EPO and PPO. Other insurance benefits include $50,000 Basic Life and AD& D paid by the County.

Current Financial Health Of The Texas Retirement System
Texas retirement fund system has fallen a bit short of its pension fund investment return benchmark over the last 20 years, but that hasnt stopped it from managing the retirement needs of its former public workforce well. As a matter of fact, it beat its most recent projection for 2017 by nearly a 1.5x margin.
The Texas retirement system splits its portfolio investments between short-term securities, cash, international/domestic equities, alternative strategies and, most importantly, fixed income. This is fairly typical for most state funds. But the inclusion of less than 25% fixed income securities does create a bit more risk than usual.
