Changes Coming To Tricare Dental Vision Coverage

Introducing FEDVIP Dental and Vision for Military Retirees and Families

Starting in 2019, military retirees will have dental and vision coverage outside of Tricare, while active-duty families will have access to vision coverage for the first time ever, thanks to a law passed by Congress in 2018.

In 2019, the Tricare Retiree Dental Plan is going away.

Those covered under that plan who wish to keep coverage will be required to sign up for the Federal Employees Dental and Vision Insurance Program , which is the same program used by civil service members and retirees.

The new dental plan will offer coverage options from 10 insurers, with each providing at least two different levels of coverage: standard and high. The high level typically offers a greater range of services and lower co-pay amounts than the standard version, but comes with a higher monthly cost.

Under both the current TRDP and the upcoming FEDVIP, monthly premiums are based on location. The premiums for both TRDP and FEDVIP are similar, so users may not experience a price jump, depending on the plan they choose.

For example, someone getting family coverage in Zone E, which is made up of 27 states, pays $115 each month under the current TRDP, while the same person using FEDVIP would pay between $60 and $175 each month, depending on the insurance plan they choose.

Compared to TRDP, the new plans will offer a greater choice of dentists and more coverage options that retirees can tailor to their specific needs.

Tricare Dropping Retiree Dental And Vision Plans

Dental and vision plans are being dropped by Tricare this year, but eligible military families and retirees can get full coverage for 2019 through the federal governments existing plan as long as they enroll by the Dec. 10 deadline.

With the Defense Health Agencys Tricare Retiree Dental Program coming to an end on Dec. 31, enrollees in that plan, and those enrolled in a Tricare health plan, will be able to transition to full dental and vision insurance coverage during federal benefits open season Nov. 12Dec. 10. The Office of Personnel Management will begin offering the coverage through the Federal Employees Dental and Vision Insurance Program, known as FEDVIP. This includes military families and retirees, who can enroll for dental or vision coverage or both. For the first time, many active-duty military families may enroll in FEDVIP for vision coverage.

Enrollment in the new plan, which begins Jan. 1, is not automatic. Military families and retirees will have to enroll in FEDVIP. The plan will offer a choice of 10 dental insurance carriers and four vision carriers.

To help with preparation and learn more about FEDVIP, potential enrollees are encouraged to visit for more details on federal benefits open-season enrollment, and to get questions answered about the plans. Those who register on the FEDVIP site will receive alerts about key dates and updates as they become available.

Here Are Your 2022 Military Fedvip Dental And Vision Rates

Military retirees and their families as well as active-duty and guard or reserve military dependents can now see options and prices for 2022 insurance coverage through the Federal Employees Dental and Vision Insurance Program .

FEDVIP is the system through which military retirees purchase dental coverage. Active-duty families as well as guard and reservists and their families enrolled in Tricare Reserve Select can use it to purchase vision coverage.

Open season is the time each year when you can make changes to your FEDVIP coverage for the following year. The rest of the year, you can make changes only if you have a Qualifying Life Event such as moving to a new area or changing your number of dependents.

This year’s open season will run from Nov. 8 through Dec.13, 2021.

The average FEDVIP dental insurance premiums will increase by 0.81%, and the average vision plan premiums will increase by 0.95% for 2022.

Like last year, this year there will be at least 12 dental and five vision insurance options available, depending on your location.

Dental Benefits For Survivors

If your sponsor died while serving on active duty, you may qualify for the TRICARE Dental Program Survivor Benefit Plan.

  • We pay 100% of your monthly premium.
  • You pay your cost shares for covered services.

If you were using the TRICARE Dental Program when your sponsor died, youre automatically transferred to the Survivor Benefit Plan. If not, you can enroll at any time. > > Go to Enrollment

After three years, surviving spouses lose eligibility for the TRICARE Dental Program. Surviving spouses then become eligible for FEDVIP dental plans. Surviving children can remain enrolled in TRICARE Dental Plan until they lose TRICARE eligibility for other reasons.

The TRICARE Retiree Dental Program is available to retired service members and their families for coverage in all U.S. territories and Canada.

TRICARE Retiree Dental Program Eligibility

The TRICARE Retiree Dental Program is available to:

  • Service members entitied to retired pay, regardless of age
  • National Guard and Reserve retirees, including those who are not yet receiving retired pay
  • Current spouses
  • Children up to age 21
  • Surviving spouses who have not remarried and surviving children of service members, providing the service member passed away during active duty or retired status
  • Medal of Honor recipients, their immediate family members, or their survivors
  • Current spouses and children of service members not enrolled in the program, provided that the sponsor is receiving dental benefits from the VA or is otherwise unable to obtain benefits for family members

TRICARE Retiree Dental Program Coverage and Costs

Retired service members and their families are eligible to enroll immediately upon retirement or any time thereafter, and must commit to an initial 24 months of coverage, renewable annually after the initial enrollment period.

The TRICARE Retiree Dental Program covers:

  • Exams, routine cleanings, fluoride treatments, and x-rays
  • Fillings

What Are The Deadlines

To avoid having a gap in your coverage there are a few dates you need to know:

Beginning in November of 2018, you will be able to enroll in the new FEDVIP plan during open season. You will have the opportunity to sign up from November 12 to December 10. While opportunities are available to make qualifying life event changes outside of open season, this is your window to register so make sure to mark it on your calendar now.

This is your last day to enroll in FEDVIP.

TRDP will expire on Dec. 31, 2018. You must self-enroll with FEDVIP prior to this date in order to receive continued dental coverage as you will not be automatically enrolled in the new plan.

Once enrolled your full FEDVIP coverage will begin on January 1, 2019.

    • A member of the Retired Reserve/Guard, including a “gray-area” reservist who is entitled to retired pay but will not begin receiving it until age 60.
    • A current spouse of an enrolled member.
    • A child of an enrolled member, up to age 22.
    • An unremarried surviving spouse or eligible child of a deceased member who died while in retired status or while on active duty.
    • A Medal of Honor recipient and eligible immediate family member, or an unremarried surviving spouse/eligible immediate family member of a deceased recipient.

    Even bigger news is that in 2019 most retirees and active-duty family members will be newly eligible to enroll in the FEDVIP vision insurance program.

    Vision coverage is currently not part of the Tricare program. While beneficiaries now receive one free standard eye exam each year or every other year, depending on their plan and whether they are diabetic, exams for contacts are not covered, nor are glasses or contacts themselves.

    But under the FEDVIP vision program, you will not only have a covered eye exam but, depending on your choice of coverage, you may be able to get glasses, contacts or both for free or a very deep discount. Tricare will continue its current eye exam coverage system for those who do not enroll in the new vision plan.

    Currently, there are four different insurers available in the FEDVIP vision program. Monthly family premiums range from $19 to $43.

    Like the FEDVIP dental program, you will be able to choose from a greater number of eye care providers than are currently a part of the Tricare networks, and tailor your coverage to fit your individual needs.

    Tricare Dental Plan Costs

    The Tricare Dental Plan is a voluntary dental insurance program. The dental benefit is administered by United Concordia and is available to eligible active duty family members, eligible National Guard and Reserve members and their family members. It is available both in the continental United States and overseas .

    Military Retiree And Dependent Fedvip Dental And Vision Plans

    During Open Season military retirees can enroll in any of eight different vision plans. In addition, family members of uniformed service members, of reserve component members, and survivors who are enrolled in a TRICARE health plan will be able to enroll in any of these eight vision plans. This vision coverage is available as an additional benefit not previously available.

    Uniformed personnel will continue to receive dental and vision services through TRICARE.

    The dental plans:

    • cover 100 percent of the cost of in-network preventive services,
    • do not have deductibles when using network dentists,
    • cover almost all major dental procedures such as crowns, bridges, dentures, and implants with varying levels of cost sharing,
    • in most cases cover orthodontic costs for both children and adults, and
    • generally provide benefits out-of-network and even abroad at somewhat greater cost

    The vision plans:

    • cover an annual eye exam at little or no cost,
    • provide eyeglass lenses and frames at little or no cost ,
    • provide contact lenses at little or no cost,
    • provide discounts for laser surgery, and
    • generally provide benefits out-of-network and even abroad at somewhat greater cost.
