The TRICARE Retiree Dental Program is ending Dec. 31, 2018.

Anyone with TRDP this year or those people who would have been eligible for the plan will be able to choose a dental plan from among 10 dental carriers in the Federal Employees Dental and Vision Insurance Program . Beneficiaries can begin reviewing program options now at the Office of Personnel Management website. People will be able to enroll Nov. 12 to Dec. 10, 2018. Coverage begins Jan. 1, 2019. New Dental Care For Military Tricare Members By December 31

TRICARE Ends Dental Healthcare for Military Retirees on 31 December

The TRICARE Retiree Dental Program is ending on December 31, 2018. In place of TRDP for 2019, the Federal Employees Dental and Vision Insurance Program is welcoming TRICARE-eligible individuals.

Uniformed Services Retirees and Active Duty Family Members must enroll during the 2019 Federal Benefits Open Season, if they would like dental and/or vision coverage beginning on January 1, 2019. Enrollment in FEDVIP is NOT automatic for an individual currently enrolled in TRDP.

Of note: Once the Federal Benefits Open Season begins, enrollment can only occur through the BENEFEDS website or through the BENEFEDS Customer Service call center at 1-877-888-3337.

FEDVIP is a voluntary program providing supplemental dental and vision benefits on an enrollee-pay-all basis to Federal civilian employees, retirees, and their families. OPM is welcoming uniformed service retirees and their families to enroll in dental and vision coverage and active duty family members to enroll in vision coverage for the 2019 plan year.

Key dates to transition to FEDVIP insurance are:

— October 1, 2018: Begin shopping for coverage with the plan comparison tool on TRICARE.BENEFEDS.com.

— Late October 2018: Full FEDVIP benefits information is available on TRICARE.BENEFEDS.com

— November 12 – December 10, 2018: Enroll in dental and vision plans during Open Season.

— January 1, 2019: Coverage becomes effective.

If you would like dental coverage next year, effective January 1, 2020, you must select and enroll in a Federal Employees Dental and Vision Insurance Program plan during the next Federal Benefits Open Season.

Is important that you keep in mind that the Open season runs from If youre currently enrolled in a TRDP plan, you will not be automatically enrolled in a FEDVIP plan for 2020. You must take action and enroll during this period.

Va Dental Insurance Program

The Department of Veterans Affairs has selected Delta Dental of California and MetLife to once again offer private insurance coverage for the VA Dental Insurance Program .

The Department of Veterans Affairs Dental Insurance Reauthorization Act of 2016 had extended VADIP until December 31, 2021. However, the Department of Veterans Affairs Expiring of Authorities Act of 2021 eliminated the termination date of December 31, 2021. VA will be able to continue dental insurance services indefinitely. Veterans who are enrolled in the VA health care system and beneficiaries and their dependents of the Civilian Health and Medical Program of the VA can enroll in the program.

VADIP offers eligible individuals the opportunity to purchase discounted dental insurance coverage that includes diagnostic services, preventive services, endodontic and other restorative services, surgical services and emergency services.

Each individual covered by the dental insurance plan will pay the entire premium for coverage under the dental insurance plan, in addition to the full cost of any copays. Enrollment is voluntary and does not affect eligible individuals entitlement to existing VHA outpatient dental services and treatment. Coverage for VADIP dental services is provided in the United States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa and the Commonwealth of the Northern Mariana Islands.

Plans Offered Through The Fedvip Program

For most retirees, the two hardest parts about the switch from the TRDP to the FEDVIP program will be the new open season model and choosing between the many FEDVIP options.

Depending on your zip code, you may have more than a dozen plans to choose from. Each plan has a different premium and has different coverages, deductibles, co-pays, and plan maximums. Importantly for those transitioning from the TRDP to the FEDVIP plan, some FEDVIP plans have a waiting period for orthodontia, though some plans are making exceptions for those moving directly from the TRDP.

Tricare for retirees includes a dental insurance program that was authorized by Congress to provide basic dental services to retired uniformed service personnel and their families. The United States Department of Defense works in conjunction with Delta Dental to administer this dental insurance plan. This Tricare for retired military personnel health plan is completely voluntary and is open to enrollment for any of the following people:

  • Retired service members
  • Family members of retired service members
  • A retired National Guardsman or woman or a member of the Reserve

Here Are The New Rates For Military Retiree Dental Coverage Under New Fedvip Benefit

Military retirees eligible for the new dental and vision coverage as well as active duty families eligible for the new vision benefit can start researching their options in earnest now, with the release of new rates for 2019.

The enrollment period for coverage under the Federal Employee Dental and Vision Insurance Program, or FEDVIP, is Nov. 12 to Dec. 10, but the time to start comparisons is now, said Kathy Beasley, director of government relations, health affairs, for the Military Officers Association of America.

For retirees, the FEDVIP replaces the Tricare Retiree Dental Program, which ends Dec. 31. In order to have dental and vision coverage on Jan. 1, retirees must sign up during the enrollment period. Active duty families are still eligible for dental coverage under Tricare, but if they want the new vision coverage, they must sign up during the enrollment period.

We want to get this information out as soon as we can to give people extra time to make their decisions, Beasley said, noting the Office of Personnel Management had provided the information early, in advance of being published on Tricare.benefeds.com. The rate information is available here, and will be available in early October on the website, along with a comparison tool that helps in making the choice.

Changes Coming for TRICARE Retiree Dental

Dental and vision plans are being dropped by Tricare this year, but eligible military families and retirees can get full coverage for 2019 through the federal governments existing plan as long as they enroll by the Dec. 10 deadline.

With the Defense Health Agencys Tricare Retiree Dental Program coming to an end on Dec. 31, enrollees in that plan, and those enrolled in a Tricare health plan, will be able to transition to full dental and vision insurance coverage during federal benefits open season Nov. 12Dec. 10. The Office of Personnel Management will begin offering the coverage through the Federal Employees Dental and Vision Insurance Program, known as FEDVIP. This includes military families and retirees, who can enroll for dental or vision coverage or both. For the first time, many active-duty military families may enroll in FEDVIP for vision coverage.

Enrollment in the new plan, which begins Jan. 1, is not automatic. Military families and retirees will have to enroll in FEDVIP. The plan will offer a choice of 10 dental insurance carriers and four vision carriers.

To help with preparation and learn more about FEDVIP, potential enrollees are encouraged to visit for more details on federal benefits open-season enrollment, and to get questions answered about the plans. Those who register on the FEDVIP site will receive alerts about key dates and updates as they become available.
